Gurugram’s homebuyers have reason to cheer, with the Haryana government’s recent revival of a policy permitting the construction of buildings with a stilt (ground floor for parking) and four floors above it in designated residential sectors. This move, aimed at boosting the housing supply and potentially making homes more affordable, comes after a 16-month suspension to address concerns about the infrastructure burden.

However, the new policy isn’t a blanket approval. Constructions will only be allowed on plots originally designed for four dwelling units or with a specific population density in mind. Plots with only three units planned can seek permission for the additional floor only if they meet certain criteria.

These include having wider roads (minimum 10 meters) bordering the property or obtaining agreements from neighboring landowners to ensure proper ventilation and sunlight access for all buildings.

This new policy with riders is expected to strike a balance between increasing housing options and mitigating the strain on existing infrastructure that plagued the earlier iteration. Experts predict a rise in mid-range apartment options, potentially making them more accessible for buyers.

However, time will tell how effectively the conditions regarding wider roads and neighborly agreements are implemented to avoid replicating past concerns.
